From Action to Autonomy: Why Trust Is the Real Gate at Snowflake Summit 2026

Enterprise data work has moved quickly from insight, to action, to autonomy. Snowflake Summit 2026 made the next move obvious: agents that do not just recommend but execute, reasoning across the business and taking action in real workflows with limited human oversight.

The demos were impressive. But there is a quiet gap between an impressive demo and an agent you are actually willing to let run inside your business. That gap is trust.

And trust, it turns out, is the real gate.

The New Bottleneck Is Permission, Not Capability

Capability is no longer the constraint. Agents can already plan, reason, and act. The constraint is whether a business can responsibly let them.

The numbers make the point:

    • Only about one in three enterprises meet the governance bar for the autonomous agents they are already deploying, according to McKinsey’s 2026 research on AI trust.
    • In a Harvard Business Review survey, just 6 percent of companies said they fully trust AI agents to handle core business processes.
    • Gartner expects more than 40 percent of agentic AI projects to be canceled by the end of 2027, with weak governance and unclear ROI among the leading causes.

Read together, these tell one story. Organizations are deploying agents faster than they can govern them. The agent can act. The business cannot yet trust it to.

This is the bottleneck Snowflake set out to close at Summit.

Why Traditional Governance Was Not Built for Agents

For two decades, data governance answered one question: who can see what. Role-based access control, masking, classification, and after-the-fact reporting all assumed a human on the other end of the query.

Agents break that assumption in two ways.

First, an agent acts on behalf of a person but is not the person. When something goes wrong, who did this stops being a clean question.

Second, an agent moves at machine speed and can reach across domains a human never would. A small misconfiguration becomes a large exposure in seconds, not weeks.

Governance built for people does not survive contact with software that acts.

Trust Becomes a Platform Capability

The most important announcements at Summit were not the flashiest agents. They were the capabilities that turn trust from a slide in a policy deck into something the platform enforces automatically. Four of them matter most.

    • Identity. Agent Identity gives every agent a recognizable principal inside a user session. Every action it takes on a user’s behalf is traceable in Query History and Access History, and policies can scope a session down to read-only or wall it off from sensitive data entirely.
    • Policy. Intent-Driven Governance lets a decision-maker describe intent in plain language, such as “govern my account for PII protection,” and Snowflake deploys masking, row access, classification, tagging, drift detection, and alerts with a single approval. Paired with AI-powered classification, one tag now governs everywhere, so the same control that protects a Power BI dashboard also governs an AI agent’s output.
    • Runtime. Horizon AI Guardrails add context-aware detection of prompt injection across Cortex Agents, Snowflake CoWork, and CoCo, on by default, so an agent cannot be talked out of its own rules.
    • Oversight. A unified AI Governance dashboard shows every agent, flags any that touch sensitive data or reach outside their domain, and keeps an audit trail built for the EU AI Act and the NIST AI Risk Management Framework. The Trust Center is moving from human-led to AI-assisted remediation, so problems get fixed, not just flagged.

Stack these together and you get what I think of as the trust layer.

The Trust Layer Has to Be Built in Order

Here is the part that matters for anyone planning this work. These capabilities are not a menu to pick from. They are a sequence.

Identity without policy gives you traceability but no control. Policy without runtime guardrails protects the data but not the conversation. Guardrails without oversight stop attacks but cannot prove compliance. Skip a layer and the gate has a hole in it.

The organizations that move fastest will not be the ones that deploy the most agents. They will be the ones that build the trust layer first.

Snowflake has turned governance from documentation into infrastructure, from a gate that people guard manually into one the platform holds open safely.

The lesson from Summit is a simple one.

Action alone is no longer enough. Trust is what lets you act autonomously, and in the agentic enterprise, that trust is finally something you can build.
